BUG: My starport won't build a ship! Industrial/Economic Crashes.

Please forgive me if these issues have already been brought up, but I searched the forums (an auto search function would be spiffy!) and was unable to find anything similar.

1. One of my colonies has a starport but when I task it to build a ship it doesn't build. In the display it shows build time as 0 weeks, and the purchase button is greyed out. This starport never completes building the ship in the queue. I tried destroying the starport and then rebuilding it, but I get the same results when I once again put a new ship in the queue.

2. When I load a saved game for the first few turns both the AI and myself suffer an Industrial/Economic crash. It's almost as if the game has to recalibrate all of our population tax/income, and spending settings for the first few turns. On the time line graph it is visible as a huge downward spike on the graph by all civs. Since the AI is also hamstrung by this, it doesn't ruin playablity but it takes a few turns for things to readjust. I don't know if this happens every time. I have only loaded my save game once. I will observe this again tonight to verify whether or not it is a consistent issue.

I have a similar problem but 2 planets instead of 1.
Earth and Mars in my case. Tried everything including stopping production and restarting.

I encounter problem #1 as well. In my current game it happens only on one of the starports on a particular planet. Since early in the game another race has "parked" a scout right next to my planet. (Just in case this has a significance.) Anyway, halfway through the game the starport shows a build time of 0 weeks. I cannot purchase a ship, and changing ships to build does not work either. Neither does demolishing and rebuilding the starport.

I think the problem first occurred when the starport was building a ship A, then I designed a new ship B and obsoleted A. After that the starport showed 0 weeks. I reloaded from an earlier save to fix it. Now the problem occurred again, except I don't know what I did to reproduce the bug since I noticed it too late. Unless I replay some hours of the game I'll have to switch that planet from purely industrial to research.
