What are sovereign skill points?

When I do certain things, I get sovereign skill points. What are these used for, please? I don't see where this stat is, or how to use it.

They are your sovereign's experience points. Every point gets you closer to a sovereign level-up. Primarily given at a rate determined by your magic distribution choice, but some events now give them.
