IM new and i could use some help please

how do i configure a desktopx theme that i downloaded. i am tring to add links to the internet drop box but not sure how to do it

it is Black on Blue made by PuterDudeJim . I want to edit it so i can put my own links on the drop boxes but not sure how to do it could you help me.
