why so does Bill Richardson only get a 5 in experience?

With over 14 years as a congressman, more than a year and a half as US Ambassador to the UN, bout 2 and a half years as Secetary of Energy, and now 5 going on 6 years as governor of New Mexico. And he somehow got a 5 out of 10 in experience?!?!? HOW?!?!?
